The daily horrifying news about the barbaric killing of stray dogs in = Romania has attained its climax. We are appalled by the atrocities committe= d against these innocent animals, every single day, by individuals and by o= fficials who decided to break the law for the protection of animal and the = European Convention, with impunity.
The European Convention for the Prot= ection of Pet Animals,was signed in 1987 and became effective on May 1, 199= 2, after at least four countries had ratified it. Adherence to the treaty i= s open and not limited to member countries of the Council of Europe.Romania= has signed in June 23, 2003 , has ratified it August 6, 2004 and was imple= mented : March 1, 2005

Yet the stray dogs management is to be regu= lated by a contradictory law, a huge step back by which the sanitary veteri= narian authority ANSVSA=0A reintroduces the killing of stray animals.
Th= e project that passed the Senate is backed by all animal organizations.
= The decision-making body in this respect is the Chamber of Deputies.
The= project approved by the Senate provides that the stray dogs and cats shall= be neutered and put up for adoption before they are let back on the street= s.
It also stipulates that the puppies and kittens by 5 months of age th= at cannot survive in the community will remain in the public shelters

Yes, because= there are some money involved...write on the paper : euthanised this numbe= r of dogs....yet, they are brutally beaten to death, electrocuted...this is= FREE...
The national sanitary veterinarian authority is asking that
= - the dogs under 1 month of age and those that are not claimed, adopted or = returned under protectors' responsibility to be euthanized after 5 days of = impounding.
-=0A the large size animals: horses, other equines abandoned= or seized to be slaughtered if not adopted or claimed 5 days after their c= onfinement into boarding stables /shelters
And we know how the municipal= pounds really are : death camps...( no food nor water for those few days l= eft to live)
And we also know the kind of "euthanasia" done in those pou= nds...( electrocution, beating to death, injected with water or vinegar in = the heart..poisoned or shoot )
And we also know that healthy animals ar= e killed without mercy...
The sanitary veterinarian authority solely agr= ees on releasing the dogs back on street if a so called 'protector of zone'= takes the responsibility in writing to ensure the dogs food, water, medica= l care. Until sterilization the animals live on the streets on their own, i= n nobody's official care; why should that be imposed or conditioned afterwa= rd? The experience proves that this provision, far from helping the animals= , is a door=0A open to abuses on animals and their 'protectors'.
Since 2= 001, the killing dog pounds of Romania, the atrocities and continuous abuse= s on stray animals by dogcatchers and authorities have become public knowle= dge and gained a bad notoriety.
In October 2007, Roberto Bennati, vice-p= resident of the Italian anti-vivisection league called Romania the "black s= heep of Europe as regards the animal protection": 'Since eastern countries = like Romania entered the European Union, illegal puppy trade has been reach= ing France, Italy and Germany. It's a phenomenon which is difficult to asse= ss. Some data indicates that more than 10 millions of euros were made in tr= affic in 2006 alone. On December 1st, 2009 the treaty of Lisbon (so-called EU reformati= on treaty) became effective.The major agreement states that the Union and i= ts member states have to take account of the well-being of the animals as f= eeling beings . We are appa= lled by the fact that many Romanian Authorities have decided to block their= emails ...they do not want to receive any protest about the way animals ar= e slaughtered in Romania

Discrimination against= animals protectors has become so obvious that these people who try to do g= ood have=0A become a mocked and harassed MINORITY...People are not allowed = to have pets in their apartments without the written approval of ALL the te= nants from THAT BUILDING...( Municipal orders in Cluj, Arad, Reghin, Targu-= Mures...and on and on and on...)
And it is very strange that the College= of Veterinarians never revoked the license of any of its veterinarians who= where under investigation for the illegal killing of healthy animals...Wel= l, the President himself is a breeder, (Dr.Liviu Harbuz) the Vicepresident = is an International judge for Dog show AND vice-president of the Romanian A= ssociation of Hunters...no hunter has ever been charged for the torture or = killing of strays...NEVER...
And the ANSVSA..of course...their veterinar= ians kills dogs with impunity....many veterinarians have their own kennels.= ..
It is so very obvious that the adoptions of strays will damage some p= ersonal businesses...And the A.Ch.R....where people register their dogs (= =0A regardless of breed or no breed ) is almost totally against strays...no= -pure breed dogs are considered PESTS...and many members have called the do= g catchers them selves....they HATE the no-pure-breed dogs, yet lots of mon= ey go in their coffers from fees paid by ordinary people who have ordinary = dogs...and also, many problems with thousands of puppies flooding the pet s= tores in Western Europe..

Sunt din Petrila , am asistat= la scene din astea. Ii prindeau cu sbiltul si ii sugrumau in timp ce anima= lele se zbateau si urlau=0A ingrozitor.La Petrosani au inventat un fel de c= leste din metal in forma de X cu capetele arcuite cu care ii inhata de gat = . Pe strada. Fara jena.Oamenii striga , protesteaza, insulta, hingherii isi= vad de =E2=80=9Cmunca=E2=80=9D lor ba uneori raspund cu mare obraznicie. A= sta se petrece pe strazi in vazul tuturor. Ganditi-va ce se intampla mai de= parte, Sunt varate in saci su AU NOROC DACA SUNT UCISE PE LOC! Altfel sunt = duse in Lonea, in cladirile dezafectate din incinta Edilserv, lasate acolo = sa rabde foamea si setea pana vine un veterinar. Serul letal costa prea mul= t, li se fac doze insuficiente care ii lasa chinuindu-se zile in sir. Sau m= etoda radicala adica o injectie cu otet in inima.Daca veterinarul nu are ti= mp sa vina saptamanal executia cainilor se amana.Intre timp devin suparator= i. Asa ca se gaseste cate un descreierat de lucrator de la salubritate care= pune mana pe topor si rezolva totul in 5 minute. Caz concret, petrecut cu = 4 -5 ani in urma .Respectivul se=0A numea Bologh.Se zice ca binele si raul = pe care il facem se intorc asupra noastra. Cat ne e de bine in Valea Jiului= stim cu totii."
